Leadership Team
Our Board of Directors is comprised of local residents and business representatives who guide the organization, with Sheriff Marty Sawyer serving as an ex officio member. The Board oversees Foundation activities and financial decisions, while Executive Director Francis Roudiez manages day-to-day operations.
Board members bring a range of perspectives and talents while remaining focused on the missions of both the Sheriff’s Office and the Foundation. The Board approves all Foundation disbursements by majority vote and requires two director signatures for funds issued from the Foundation’s local bank account, helping ensure careful oversight and allowing donors to see the direct impact of their support.

Marty Sawyer, Jr.
Ex Officio Member
Marty Sawyer Jr. became the 19th Sheriff of Aiken County on January 7th, 2025.
Marty has 40 years of experience in public service, which began in 1985 when he joined the G.V.W. Volunteer Fire Department.
Kelvin Jenkins
Board Member
Kelvin Jenkins is an Aiken native and entrepreneur with a strong background in business, marketing, and community connections. He brings years of professional experience, leadership, and a commitment to hard work and innovation.
J. Strom Thurmond, Jr.
Board Member
J. Strom Thurmond, Jr. is an Aiken native and graduate of Aiken High School, the University of South Carolina, and the USC School of Law. He has built his legal career in public service, including work as a state prosecutor with the Second Circuit Solicitor’s Office.
Julie Whitesell
Board Member
Julie Whitesell is an executive real estate leader with more than two decades of experience spanning brokerage operations, industry governance, and technology policy. She is currently the Broker-In-Charge for Meybohm Real Estate in Aiken, SC, leading a team of 65+ agents and staff within one of the largest brokerage firms in the Central Savannah River Area.
Francis Roudiez
Executive Director
Retired from a history of law enforcement, emergency services, business ownership, and fundraising in New York City and Maryland. Volunteer activities included serving on boards of Chambers of Commerce, Lions Club, United Way and foundations.
